The Global Fund is recruiting up to five experts with a particular focus on gender and sexual minorities, to serve on the Technical Review Panel (TRP).

The Technical Review Panel of the Global Fund is an independent, impartial team of experts appointed by the Global Fund Board to guarantee the integrity and consistency of an open and transparent proposal review process. Based on technical criteria, set out in their Terms of Reference, the TRP makes funding recommendations to the Global Fund Board for final decision in respect of Rounds-based Channel and Rolling Continuation Channel proposals.

The TRP consists collectively of the Permanent TRP Members, Alternate Members, Former TRP Members and the Support Group. The Support Group refers to the pool of experts from which TRP membership is chosen and replenished from time to time. Recruitment and selection of Support Group members is typically undertaken every two years. The current mid-term replenishment will focus on candidates with expertise on gender and issues facing sexual minorities. Applications from candidates who also have expertise and experience in the three diseases will be especially welcome.

Currently, the term of appointment for Permanent Members is four rounds of proposals. The Global Fund is presently reviewing architecture issues related to the financing model of the Global Fund. In addition, the Board has decided that there should be a minimum of two calls for applications per year. TRP members must be available for at least one of these two week TRP meetings in Geneva scheduled every 6 months. TRP members also support the 6 month clarification process following funding approval by the Board. Fluency in English is required as this is the working language of the TRP, but language skills in French, Spanish, Russian or Arabic are particularly desirable.

A transparent criteria-based selection process will be followed which seeks to achieve a significant proportion of members from each of the WHO regions, representation from public and private sectors and civil society and people living with or affected by one of the three diseases. A balanced gender representation is sought.

TRP members are remunerated on an honorarium basis and all travel expenses to attend meetings are covered by the Global Fund.

Conflict of interest: Members of the Secretariat and employees of the United Nations and its specialized agencies are ineligible to serve as TRP members from Round 8. Board Members, Alternate Members, Focal Points and Country coordinating mechanism members shall stand down from those roles if selected to serve on the TRP.
Employees of Mott McDonald Limited are also ineligible to apply.
