Russia and Central Asia

Ekaterinberg, RussiaHLSP has a strong track record in Russia and the former USSR
HLSP has worked extensively in Russia for the past ten years, including a number of long-term projects focusing on the health and social sectors and more recently on HIV and TB. We have worked at federal and regional levels, assisted national and sub-national governments in Russia and the Former Soviet Union in health sector reform and advised the government on the development of new models for primary care provision.



HLSP provides projects with specific management training and support to the local project coordinator, as well as general backup and support to the project team. In all work we focus on the overall quality assurance of the project.

Some of our recent project experience includes:
  • In Russia, HLSP is working on a project as part of the Nizhny Novgorod/UK DFID Partnership Programme addressing HIV and AIDS, which aims to reduce poverty and improve the quality of life in the region by 50%. We will provide technical assistance to the Oblast Administration to develop and implement cohesive, cross-sectoral policies and programmes for the cost-effective and sustainable prevention and control of HIV/AIDS in the region.
  • The Health and Social Partnerships Scheme, which supported over 58 partnerships between UK NGOs and the health and social sector in Russia, Ukraine, Moldova, and Belarus
  • In Ukraine, HLSP provided support on an EC project to build capacity of local NGOs involved in HIV and AIDS prevention efforts with high risk populations. Supporting the Oblast Youth Prevention Programme Demonstration Project, HLSP helped to ensure that services and programmes were based on examples of good practice equipping young people, with knowledge, awareness and skills for HIV prevention.
