China

Lack of access to essential health services in remote rural areas is affecting China's progress towards the Millennium Development Goals
HLSP is expanding its capacity to provide support to China’s health policies and programmes.


Based in Beijing, HLSP China comprises four full time staff: Director Cliff Lenton, a Business Development Manager and two Officers.





In China, HLSP’s core business is providing technical support to government and private health agencies through:

  • Providing our international and Chinese health experts to give advice and solve problems.
  • Conducting research to find new ways of improving peoples’ access to health services and the quality of these services.
  • Providing technical training in all aspects of health systems to Chinese policy makers, planners, managers, experts and officials.
  • Organizing study tours to share international experience with Chinese policy makers, planners and managers.
  • Supporting Chinese nationals to attend international conferences.
  • Supporting technical meetings and seminars on health in China.
HLSP China is committed to building the capacity of Chinese individuals and institutions working for health and development in China so that all people can benefit from China’s development.

HLSP China can provide international experience and expertise to the health problems facing modern-day China. Specific areas where we are very experienced include:
  • Developing health policies that support the Chinese people’s equitable development.
  • Helping health institutions to do their work more efficiently and effectively.
  • Supporting health managers to work more effectively.
  • Designing financial systems for hospitals and health centres to encourage access to quality health services by all communities.
  • Designing and evaluating programmes to control infectious diseases – especially HIV/AIDS and TB and new diseases, such as SARS and Avian Influenza.
  • Designing and evaluating preventive public health promotion programmes.
  • Designing organization structures and management systems to improve the performance of projects.
