With an office in Dhaka, HLSP has a strong regional
presence on the Asia sub-continent HLSP has been active
in Southern Asia for some 15 years. With a firm commitment to
developing local capacity, HLSP has established an international
network of regional offices. The HLSP Asia Sub-continent regional
office is based in Dhaka.
In Bangladesh, and regionally, HLSP is at the forefront in
practical application of innovative funding methodologies in the
health sector. In Bangladesh we are providing technical assistance
to a Sector Wide Approach to health sector reform as part of a
US$1000 million sector package combining a World Bank loan and
large bilateral donor contributions. HLSP consultants assisted both
the Ministry of Health and Family Welfare (MOHFW) and the Local
Government Engineering Division to develop national gender equity
strategies to guide their work.

In Bangladesh HLSP provides long-term technical
support to the financial management reform components of the
government’s sector wide funding approach in the Ministry of Health
and Family Welfare through the MOHFW Financial Management Unit.
This has been part of a significant government-wide financial
reforms programme supported by DFID. As part of this support HLSP
is assisting the MOHFW in preparation of a national financial
management reform strategy and assisting in advising on and
implementing the financial reforms necessary to implement
government policies on decentralisation of financial authorities
and accountability. The HLSP team is involved in establishing and
refining the cost centre mechanisms and in providing training in
financial management and accounting to line staff involved in
financial management.
HLSP is committed to the development of the skills of national
consultants and is designing a continuing professional development
programme for its national consultants which will be supported from
our world-wide experience and operations. We are increasingly using
national consultants in our operations in Bangladesh.
