SHAPLA - Strengthening Health and Population for the Less Advantaged

The Ministry of Health and Family Welfare introduced a sector wide approach to management and funding in July 1998. This was supported by a large group of donors providing pooled and parallel funding.

The purpose of this DFID support was to facilitate the management and organisational changes needed within the MOHFW to successfully implement the new programme and provide technical assistance both to Government and development Partners in their joint efforts.

Components of support included:
  • Organisation and Management Development
  • Human Resources
  • Financial Management
  • Hospital Management
The programme worked at all levels of the Health System and nation wide, though the main concentration of effort is at the senior levels. The programme successfully introduced Upazilla (sub-district) level planning processes, a national gender equity strategy and a series of complex organisational and financial reforms throughout the MOHFW.

HLSP has built on the successes of the SHAPLA project through the establishment of a regional office in Dhaka.
