Harm reduction in AsiaNothing for us without us: HAARP takes an inclusive approach to harm reductionThe AusAID-funded HIV/AIDS Asia Regional Program (HAARP) is an eight-year, six-country harm reduction programme, which aims to reduce the spread of HIV associated with drug use among men and women in South East Asia and China.

Running from 2007-2011, the programme takes a two level approach: regional and country-based. HAARP country level programmes, or Country Flexible Programmes, are being implemented in Myanmar, China (Yunnan and Guangxi Provinces), Vietnam, Cambodia, Lao and the Philippines.

Linking country activities together is the HLSP-managed Regional Technical Coordination Unit (RTCU) based in Bangkok, Thailand. Core areas of work include advocacy, knowledge sharing, evaluation, and technical assistance to the Country Flexible Programmes. The RTCU also works with relevant multilateral agencies that work on HIV and drug use in the region, as well as coordinates with other organisations to maximise effectiveness of all efforts in the area of HIV associated with drug use.
