James McIntyre Brown, Africa
James McIntyre Brown (Mac) has recently been appointed HLSP
Regional Director for Africa. Mac has experience of working with
the private sector, institutional development, project management,
strategy and planning and monitoring and evaluation in Africa and
Latin America. Prior to joining HLSP he was long term director of
programme development with Futures Group Europe where he was
responsible for developing and managing Futures Group’s project
portfolio by identifying, building and maintaining relationships
with multilateral and bilateral funding agencies and partner
organisations. Mac has experience as a technical consultant and
director for several African projects.
Olivier Weil, Europe &
Neighbouring States
Olivier is a highly experienced international consultant and team
leader with more than 15 years experience in the design,
implementation, monitoring and evaluation of projects in the health
sector. Prior to joining HLSP Olivier was Executive Director of
CREDES, the French health consultancy organisation where he managed
and led numerous international consultancy teams for assignments in
Africa, Asia and Central America. Olivier’s key expertise includes
reproductive health, maternal and child health, health policy and
systems, health service planning management and financing, sectoral
approach implementation, hospital management and infectious
diseases (including HIV/AIDS, Malaria and TB). He has worked for
the main donors involved in the social sectors (the World Bank,
IADB, AsDB, AfDB, EU, UNICEF, WHO, UNFPA).
Dong Shengli (Victor), China
Deputy Director HLSP China & China Australia Health and
HIV/AIDS Facility Manager
Victor has 20 years of experience as a health professional, disease
control specialist, project manager and business manager. His work
within China’s government health system at provincial and national
levels, for UNICEF and other international agencies, as well as in
the private health sector, provides a broad and unusual range of
skills and experience. His extensive experience provides him with
wide professional networks within the government sector,
development partners and private enterprise. Through his former
years at Becton Dickinson’s national office in Beijing, his medical
and public health qualifications as well as his experience with the
Disease Control Department of Chinese Ministry of Health, Victor
Dong is well equipped to provide leadership to the China Australia
Health and HIV/AIDS Facility (CAHHF) and which he manages from
HLSP’s Beijing office.
Martin Dove, UK
Martin joined HLSP from Teamwork Management Services, an
independent clinical healthcare company where his clients included
the Department of Health, the National Assembly for Wales, the
Healthcare Commission, the Health Service Executive (Ireland),
Strategic Health Authorities, PCTs, NHS Trusts and the wider public
and private healthcare market. Prior to joining Teamwork, Martin
was the Chief Financial Officer of an NHS PPP and also spent seven
years as the Director of Finance at Royal United Hospital, Bath NHS
Trust. Martin's areas of expertise include clinical redesign,
capacity planning, financial turnaround and investment projects.
Martin has experience of PPP, PFI, LIFT and ITC projects; he is
also an Office of Government (OGC) Gateway Review team leader.
