HLSP has an established team of Lead Specialists in a number of
critical areas. The team assures technical quality, contributes to
specialist learning and ensures that lessons learnt during the
course of our work are synthesised and utilised to guarantee that
the latest knowledge and practice guides our work.
Kevin Bellis, Communicable
diseases
Kevin has excellent business and organisational development skills
having practiced and advised on the management and organisational
development of Health Care systems, particularly Tuberculosis and
HIV services for international agencies[T1] and specifically in six
African countries (Malawi, Zambia, Nigeria, South Africa, Rwanda
& Kenya). Kevin leads on technical issues in Communicable
Diseases and has been involved in initiating, developing and
implementing performance management systems for HIV & TB
control at district, regional and national levels, including
monitoring & evaluation systems, financial management,
communication strategies and intersectoral collaboration in Africa.
Prior to joining HLSP Kevin was long term Management Advisor to the
National TB Control Programme and AIDS Chief Directorate, in the
South African National Department of Health.
Adrienne Chattoe-Brown, Service
delivery and health services
Adrienne has worked in Sub-Saharan Africa, South and Central
Asia, the South Atlantic, and has extensive experience in China. In
the course of her career with DFID, ODI and then HLSP, she has
collaborated with a diverse range of organisations including UNFPA,
the World Bank, and several European bilaterals. Her particular
interests are integrating vertical programmes into sector wide
approaches, facilitating the contribution of the for-profit and
not-for-profit non-governmental sector, reproductive health
commodity security and donor coordination.
Jack Eldon, Governance & Institutional Development
Jack has over 20 years experience designing, implementing, managing
and reviewing decentralised governance and devolved service
delivery projects and programmes in Africa, Asia and the Middle
East. In addition he has provided policy, technical and management
support to central governments planning and implementing
decentralised governance programmes. As HLSP’s Governance and
Institutional Development Expert he is responsible for developing
new business in upstream governance and multi-sectoral work for
HLSP and sister companies, in particular Cambridge Education and
Mott MacDonald's Water division. With a good understanding of the
decentralisation agenda, Jack has proven experience of designing
and managing major local government capacity building programmes
involving institutional, organisational and human resource
development. Jack was previously long term Senior Governance
Adviser with British Council providing technical leadership in
governance and service delivery projects in Africa, Asia and the
Middle East.
Javier Martinez, Aid
effectiveness
Javier is a public health consultant, his experience includes
sector planning and reforms, human resource development, and
approaches to improve the effectiveness of aid such as SWAps,
programme support and harmonisation and alignment at country level.
He joined HLSP in 1998, and has held the posts of Regional Manager
and Director for the Latin America and Caribbean region. Javier has
also been a senior lecturer in health systems development at the
Liverpool School of Tropical Medicine.
Jackie Mundy, HIV and
AIDS
Jackie's consultancy work includes reviewing the way
forward for the national rollout of anti-retroviral therapy for
AIDS treatment based on a systems development approach for Kenya;
Team Leader for the initial design mission of the DFID Southern
Africa Regional HIV/AIDS and STD Programme. Jackie has also been
involved in drafting papers on anti retrovirals for AIDS and
prevention of MTCT transmission of HIV – summarising the evidence
base and presenting key health systems related issues for
resource-poor countries. Prior to joining HSLP Jackie was Manager
of the DFID Health & Population Aid Effectiveness Project
responsible for developing a system for ongoing monitoring and
performance management of DFID investment in health and population.
For three years, Jackie was also Health and Population Field
Manager with DFID in Kenya responsible for leading the design of a
support for the HIV/AIDS Programme, with a focus on treatment for
STDs, IEC and NGOs.
Mark Pearson, Economics and
financing
Mark has worked in Sub-Saharan Africa and South Asia. Mark spent
over 10 years as an Economist with DFID, during which he spent 3
years in Health and Population Division, 3 years as Senior
Economist in the Ministry of Health, Uganda and 3 years as a
Planner in Botswana. Mark's most recent work has focused on public
expenditure reviews, sector strategy development, financing issues
around the global health partnerships and aid instruments.
Catharine Taylor, Maternal and
neonatal health
Catharine has worked in several Asian and African countries in
the area of sexual and reproductive health (SRH). Catharine
specializes in the design and implementation of human resource
development approaches and health facility strengthening. Previous
work includes the design and implementation of the technical
approaches for the Nepal Safer Motherhood Project between 1997-1999
and support for the development of the SCUS Vietnam maternal health
programme in 1999-2002. She has also worked extensively with Civil
Society Organizations, building institutional capacity to integrate
SRH into programming, including youth programming and demand
creation activities for maternal health services.
Monika Zabel, Monitoring
and Evaluation (M&E)
With almost twenty years international work experience, Monika
has assumed a number of significant management positions in
large-scale monitoring and evaluation contracts assigned by the EC,
UN agencies and other international donors. Most recently she has
been Area Manager for Latin America, Mission Leader and Member of
the core management team of the global ALA, ACP, MEDA and the
Balkans Monitoring Contract for the European Commission. Monika has
been responsible for monitoring regional programmes and national
projects in various sectors - rural development, education &
training, government reform, health, water, civil society and
enterprise development. She is the author of a Strategy Paper on
Monitoring Multi-donor and Regional Programmes and co-author of the
handbook for results oriented monitoring.
