Independent external evaluation of the Global Stop TB Partnership
Commissioned by the Stop TB Partnership Secretariat at WHO, 2003.
The Global Partnership to Stop TB is one of a large number of global health alliances which have been established in recent years. They are needed because no single player has the funding, research and delivery capabilities required to solve a global problem like tuberculosis. But these partnerships also pose unique challenges: involvement of multiple partners from different institutions (and cultures), challenging and long-term objectives, and needing to work effectively on an international basis. There are few guidelines as yet for setting up or managing such alliances.
This evaluation focuses on the Partnership's relevance, efficacy, efficiency, sustainability, institutional development impact, process, governance and implementation. The emphasis is on issues of structure and functions, rather than on performance.
It includes country case studies (Russian Federation, Cambodia, South Africa, Indonesia, Brazil, Afghanistan). |
