Provider purchasing and contracting mechanisms

A review of purchasing models and the advantages each model offers for purchasing from the private sector. It identifies the key challenges to successful implementation, and discusses improvements needed in the contracting mechanism itself. The review finds that the purchasing mechanism can create new incentives for providers, payers, and consumers on a national scale, but it may require changes in the health sector as a whole for new programs to be successful.

The review is one of 14 studies prepared for a Rockefeller Foundation–sponsored initiative on the Role of the Private Sector in Health Systems in Developing Countries.
