Institutional arrangements for the private sector

The national AIDS response in Zambia harnesses a multi-sectoral structure coordinated around a single National HIV/AIDS/STI/TB Council, a single national strategic framework and a single monitoring mechanism. This means each sector has to self-coordinate its own response. This can present challenges as each sector has to organise its response autonomously while at the same time engage constructively with the NAC and other sectors.
As part of the Strengthening the AIDS Response Zambia (STARZ) programme, technical assistance and catalytic resources were provided to develop capacity for self-coordination in the private sector. The STARZ capacity development approach included simultaneous support for individuals, institutions and the enabling environment. The aim was to create a sustainable and responsive private sector response to HIV and AIDS in Zambia that would continue beyond the lifetime of the STARZ programme.
This paper outlines the support provided to self-coordinating groups in the private sector in Zambia, their engagement with the NAC, and their respective roles and responsibilities at national and sub-national levels.
