Human resource mapping of the health sector in Kenya: the foundation for effective HR management

Detailed and accurate data on health staff, their skills and workload, is essential for effective management and planning of human resources.

This Technical Brief describes how the Ministry of Health in Kenya, with support from HLSP, collected staffing and utilisation profiles at national, provincial, district and facility-level for all its public sector personnel. With the information gathered, the Ministry is now in a position to develop a human resources strategy, and to address the issues of workforce imbalances, skills shortages, and overpayments of allowances which have been identified.
