UNITAID is a new agency designed to improve the markets for medicines and diagnostics for HIV, TB and malaria. Many products which are important to public health suffer from market failure: they are not available, the quality is poor, they are very expensive, or they are simply not available in poor countries. UNITAID needed to improve the criteria it uses for assessing the market impact of applications for funding. Consequently, two experts from HLSP were invited and prepared papers - one on malaria and one on generic approaches to assessing market impact.
