The second independent evaluation of UNAIDS was conducted by HLSP and ITAD. Covering the five-year period from 2003 to 2008, it assessed to what extent UNAIDS (including the secretariat, the programme coordinating board and co-sponsors) had met its objectives, and the continuing relevance of its mandate and objectives in the current global environment.

HLSP provided the deputy team leader and quality assurance for each of the evaluation deliverables. HLSP was also responsible for appointing and managing the consultant teams for six of the 12 country studies: Ukraine, Côte d’Ivoire, Democratic Republic of Congo, Iran, Kazakhstan and Swaziland.
