Strengthening the AIDS Response Zambia (STARZ) was a multi-sector programme aimed at reducing vulnerability to HIV infection and mitigating the social and economic consequences of HIV. HLSP managed STARZ and supplied technical assistance in partnership with JHU-CCP, HDA and PMTC(Z) Ltd.
The programme provided technical assistance to the National HIV/AIDS/STI/TB Council Zambia to help it build its management systems and procedures (including organisational, planning, monitoring, evaluation and documentation systems). The programme also included support for enhanced participation of civil society and the private sector in the national HIV response.
HLSP led the design and management of a £4.3 million grants programme to support the response by civil society and private sectors (which included workplace programmes). It also contributed to initiatives to improve drug procurement and supplies across the public and private sectors.
