HLSP provided support to the Ministry of Health and Family Welfare in Bangladesh in the implementation of the new health sector reform programme, which involved complex organisational and financial reforms. The SHAPLA programme aimed to facilitate the management and organisational changes needed within the Ministry.

Key programme components included:

• organisation and management development (with a focus on the management reforms needed to introduce decentralised delivery)
• human resource development (to support reorganisation and decentralised service delivery)
• improved hospital management
• financial management.
