HLSP provided strategic management and organisational development and human resources development advice to the Ministry of Health, provincial health departments and 15 secondary and tertiary hospitals. A particular focus was on the decentralisation of management responsibility to hospital level. Activities included:

• supporting the separation of commissioning and service provision, and the introduction of Performance Management Agreements
• supporting the development of management teams and women managers
• introducing organisational audits and identifying organisational development needs
• setting up action learning sets
• twinning South African and UK hospitals and health authorities
