Philippines: Technical Assistance to the Health Sector Policy Support Programme

HLSP assisted the European Commission (EC) and the Government of Philippines in implementing the provincial investment plans for health as part of the EC-funded Health Sector Policy Support Programme. HLSP (with a consortium led by GTZ-IS) provided expertise in public finance management and health financing. This included:

• improving financial sustainability of the national health insurance scheme and extending cover for the poor
• improving governance and public accountability
• enhancing operational efficiency and service provision in public hospitals
• increasing the adoption of cost-effective public health programmes and primary care services
• increasing efficiency and effectiveness of public health spending.
