HLSP was contracted to establish how various aid initiatives contribute towards the health Millennium Development Goals (MDGs). The task included:
- identifying and categorising the forms of development aid and the key organisations, umbrellas, channels and instruments involved in addressing MDGs (at global, regional and country levels).
- assessing the strengths, challenges and potential of selected mechanisms for contributing effectively towards achieving the MDGs.
- presenting clear recommendations to the Government of Norway for improving the effectiveness and efficiency of the different types of support within the current aid architecture for health
