The Norwegian Agency for Development Cooperation (Norad) selected HLSP to carry out a study to assess the evaluability of its support to MDG 4 (reducing child mortality) and MDG 5 (improving maternal health). Specific focus was placed on Norway’s Partnership Initiatives (PI) in India, Tanzania, Nigeria, Pakistan and Malawi. PIs are the Norwegian channel of bilateral support to the MDG goals.
The assessment examined what can and can not be measured and made recommendations to improve the chances of evaluability across the PIs. The recommendations suggested that those responsible for PIs clarify logical models and revisit assumptions; recognise and address issues surrounding attribution; adhere to internationally accepted standards for monitoring MDGs 4 and 5, and revisit and refine the monitoring and evaluation plans.
