The Kenyan National Health Sector Strategic Plan (1999) identified the importance of decentralisation as a means to improve the efficiency and quality of health services in the country. HLSP managed the five-year programme of support to the Health Sector Reform Secretariat (HSRS). This involved building capacity within both the HSRS and the central Ministry of Health to implement the decentralisation process, and supporting the activities needed to bring about change. Working closely with the head of the HSRS, HLSP provided a rapid response to requests for national or international technical support in five key thematic areas. These were:
- financial management systems
- human resources
- M&E
- commodities procurement
- an integrated package of services
