Kenya: Impact Evaluation of the Cash Transfer Programme for Orphans and Vulnerable Children

HDA and HLSP have been awarded a contract to manage the impact evaluation of the cash transfer for Orphans and Vulnerable Children (OVCs) Programme in Kenya. The project seeks to determine the impact of cash grants handed to guardians of OVCs by the Government of Kenya. The cash grants are funded by the Government of Kenya, with additional support of World Bank, DFID and UNICEF.
The project is designed to be staggered, with the first stage based on a baseline evaluation followed by a process evaluation after two years and an impact evaluation after three years. The key outcomes under consideration include improvement in the health and education of OVCs staying in the families receiving the cash grants.
