HLSP contributed two background papers to the Taskforce on International Innovative Financing for Health Systems report. The papers examined:

• the case for removing health system bottlenecks through health systems strengthening investments
• summary estimates of global resources required
• work done to date on expansion of investment mechanisms for health systems strengthening
• what each of the mechanisms does and possible options for improving them
