HIV/AIDS Asia Regional Program (HAARP)

The AusAID HIV/AIDS Asia Regional Programme (HAARP) is an eight-year initiative to reduce the spread of HIV associated with drug use among men and women in South East Asia and China. HAARP is an innovative, developmental programme to strengthen the capacity and will of governments and communities in the region to adopt effective harm reduction approaches. It works in partnership with governments at local and national level, and liaises closely with women’s organisations and drug user support groups where they exist. The project encourages neighbouring countries to share information about what works.

The programme has both a regional and country-based approach. HAARP country level programmes, or Country Flexible Programmes, are being implemented in Myanmar, China (Yunnan and Guangxi Provinces), Vietnam, Cambodia, Laos and the Philippines. HLSP manages the Regional Technical Coordination Unit (RTCU) based in Bangkok, Thailand, which links country activities together. Core areas of work include advocacy, knowledge sharing, evaluation, and technical assistance to the Country Flexible Programmes. The RTCU also works with relevant multilateral agencies working on HIV and drug use in the region.
