The Global Outbreak Alert and Response Network (GOARN) was established in 2000 to assist countries with disease control efforts, to investigate and verify outbreaks and the risk of epidemics, and to help control disease outbreaks. The evaluation aimed to assess and report on the achievements of GOARN since 2000 and examine the extent to which its aims and objectives over the period were achieved. It also identified operational strengths and weaknesses, and provided information to guide the future strategic development of the Network.
