HLSP evaluated the first three years of GAVI's Health Systems Strengthening (HSS) window. The evaluation included 21 country case studies (11 undertaken in-country and 10 desk studies) as well as interviews and questionnaires. A wide selection of individuals involved in the GAVI HSS process was consulted for the evaluation. The evaluation provided recommendations to inform the GAVI Board decision in 2010 about whether or not to increase the funding available to the GAVI HSS window, to improve current and future implementation of GAVI HSS, and to enhance the quality of an in depth impact evaluation planned for 2012.
