HLSP conducted the review of the Cambodia Health Sector Strategic Plan, 2003-2007. It reviewed government progress in implementing its sector strategy as a means of informing the development of the new strategy. A particular emphasis was placed on efficiency, equity and sustainability issues. The review included an assessment of innovative financing mechanisms such as contracting and health equity funds.
