Afghanistan: Support to Administration Reform

HLSP supplied a long-term technical advisor to the Ministry of Health to contribute to governance and institutional development. Our advisor gave particular support to the Ministry of Health's Grant and Contract Management Unit, which administers performance-based partnership agreements for the implementation of the basic package of health services. The activities included:

• co-ordinating with donors and stakeholders
• facilitating capacity building at central and provincial levels
• improving the communication and training infrastructure in the central ministry and provinces
