HLSP assisted the Bolivian Ministry of Health (MOH) implement healthcare reforms linked to the municipal, capitation-based model for provision of healthcare and other basic services. It specifically helped the MOH in two areas of reform: family and community health policy and the participatory municipal health management model. These were developed and implemented in the Azanake Association of Municipalities in the department of Oruro, which is one of the most deprived regions in the country. The project enabled municipalities to assume their healthcare responsibilities and deliver an essential family health package through an innovative health insurance mechanism.
