Sector wide and programme-based approaches
Our expertise includes:
- providing policy, implementation advice and capacity development to countries developing a Sector-wide Approach (SWAp) or a Programme-based Approach (PBA) in health
- supporting the design of all components of SWAps, PBAs or IHP+ arrangements, including: health sector strategies and compacts; financing modalities and instruments such as pool funds, sector or general budget support, or multi-donor support programmes, among others; annual health budget design, and budget cycle preparation and review; sector coordination structures and processes; partnership arrangements and codes of conduct and monitoring and evaluation mechanisms, including the design of M&E and results frameworks
- assessing health sector performance through effective, well designed and country-owned health sector reviews and evaluation studies
- assisting governments and their development partners to strengthen and improve health sector coordination and monitoring arrangements and adapt the principles for effective development assistance (High Level Forums of Monterrey, Paris & Accra) to their own national realities
- increasing the capacity of health development partners, ministries of health and NGOs to implement SWAps and PBAs through effective training, self-learning materials and management development approaches
